Per coolgeek, who points out the fact that senatorial elections of the period had many irregularities. I'm adding the reasoning that it is the small number of people electing said senators that are at the root of those irregularities. Under the 17th Amendment, each Senator must be elected by a group of at least several hundreds of thousands of citizens. Without the 17th Amendment, the number of people who would be electing senators could be as little as several dozen.
