The dissolution of the Baathist government and the Iraqi army left a power vacuum in which no counterforce other than the coalition military could inhibit the inevitable rise of sectarian, ethnic and tribal violence.

The dissolution of these entities was ideological in nature, and complete in effect, whereas a removal of the top layers of each would have mitigated the ideological concerns, while the lower levels would have been able to maintain order and the provision of infrastructure services.
