The Bush administration alleged a relationship between Al Qaeda and Iraq under Saddam Hussein as a primary justification for the invasion of Iraq in 2003.

Bush continued to assert a relationship upon the 2004 release of the 9/11 Commission report which, itself, concluded that there was no operational relationship.

"The reason I keep insisting that there was a relationship between Iraq and Saddam and al Qaeda: because there was a relationship between Iraq and al Qaeda," Bush said after a Cabinet meeting.
