Node Text: War and occupation are two distinctly different states.

Wars are won or lost. Occupations are never won. According to Merriam-Webster, war is "a state of usually open and declared armed hostile conflict between states or nations". We are not at war with Iraq.
The same dictionary defines occupation as "the holding and control of an area by a foreign military force".
