While action and intent are not required, an omnipotent and omniscient God is not LIMITED to the metaphysical realm, and CAN act in the physical realm on demand. You point out one possible case: the event that God does not ever act in the physical realm. The exception does not, however, prove the rule that the physical and metaphysical realms are separate domains.
